Mr Colin Low Hsien Yang is the Chief Executive of Singapore Land Authority (SLA), whose mission is to optimise land resources for the social and economic development of Singapore.
As Chief Executive, Mr Low oversees SLA across various functions including the management of state land and properties, maintaining the national land information database and as the national land registration authority for property transactions, which issues and guarantees land titles in Singapore.
Mr Low also spearheads the development of geospatial technology as part of SLA’s role as the geospatial agency of Singapore. In this role, he oversees the management of the national land survey system, where boundaries or legal limits of properties are defined, based on a coordinated cadastre survey system. He also steers the framework to establish and define geospatial data, policies and technologies and the development of OneMap, the national map of Singapore to foster innovation, knowledge and value creation for the Government, enterprises and community.
Mr Low has over 20 years of experience in real estate and hospitality investment, fund management (REITs/ private equity), business development and corporate banking. Prior to his current appointment, Mr Low was the CEO of Frasers Hospitality Trust, a Singapore listed REIT with total asset size of S$2.3 billion across Europe and Asia Pacific. He was previously head of hotel investment properties for Europe, the Middle East and Africa (EMEA) at CBRE Hotels. Based in London, he was in charge of its hotel transactional business across the EMEA region.
He had also worked in Frasers Hospitality in different capacities as Director of Business Development, and subsequently as Senior Vice President (SVP), Head of Investment, responsible for identifying and evaluating potential acquisitions of hotels and serviced residences globally. Mr Low had also held other positions relating to investments and business development at CapitaLand Mall Asia Limited, AIG Global Real Estate Investments and The Ascott Group Limited. He started his career with the corporate banking division of United Overseas Bank Limited, specialising in real estate lending.
Mr Low graduated with a Bachelor of Social Science (Honours) degree in Economics from the National University of Singapore.
