Prior to joining AECOM, Arnel served as President and CEO of the Philippines Bases Conversion and Development Authority (BCDA), where he masterplanned, laid the foundation and launched the 9,500 ha Clark Green City, the Philippine’s first and biggest smart, green, metropolis. He was part of the Bonifacio Global City development since its beginning. He has represented the Philippine government in drafting peace agreements with military and Muslim rebels. Arnel studied law, finance, urban planning, philosophy, English literature and language. He teaches real estate law at the University of the Philippines College of Law, and has an MPA degree from the John F Kennedy School of Government at Harvard University focusing on finance and leadership. He is a recipient of two highest awards for public service granted by Philippine Presidents – the Philippine Legion of Honor Medal and the Presidential Medal of Merit. He was recognized by the UP School of Urban and Regional Planning as its Most Outstanding Alumnus of the Decade.
